BAY RIVER METROPOLITAN SEWER DISTRICT FEMA NOTICE-DORIAN

The Bay River Metropolitan Sewer District has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the North Carolina Emergency Management (NCEM) as a sub recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:

This project is for the repair of two sewer pipes located in an AE flood zone. Confirmation of location in an SFHA was made by reference to pending Pamlico County Flood Insurance Rate Map, Panel 3720656000K, effective on 06/19/2020. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by similar flooding events due to its location within an AE flood zone. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

The Bay River Metropolitan Sewer District is requesting funds to repair two sections of sewer line piping. Gravel will be used under the pipe to minimize future damages. The purpose of this project is to replace piping that provides the service of wastewater to the Town of Bayboro.

Project Alternatives:

Alternative #1 (no action alternative): If no action is taken to protect these public facilities, wastewater services will be limited in Bayboro.  

Alternative #2 (Relocation): Relocation of the damaged components is not practicable as these are part of a system network. The entire network would have to be relocated to function properly and this would cause adverse economic and social impacts.

Special Flood Hazard Area Zone: This project is for the repair of a fishing pier and bulkhead located in an Unshaded-X and AE flood zone (Elevation 8 Feet). Confirmation of location in an SFHA was made by reference to the latest Preliminary Flood Insurance Rate Map, Panel 3720648600K issued on 06/30/2016. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

Pamlico County is requesting funds to repair a fishing pier and bulkhead by upgrading to current codes and standards. The purpose of this project is to replace structures and supplies that are in support of open space use encouraging tourism in the Town of Oriental.

Project Alternatives: 

Alternative #1 (no action alternative): If no action is taken to protect these public facilities, it will impact tourism for the Town of Oriental.  

Alternative #2: (Relocation) Relocating structures outside of the SFHA was evaluated. The practicability of moving these structures out of the flood zone would defeat their purpose as they are installed to promote open space use and stimulate tourism.

Alternative #3: (Minimization) Alternatives such as using hog slats and spacing out the decking boards were considered. Hog slats were not practicable because pilings would need to be replaced to support the new decking. Spacing out boards was against ADA regulations since it is restrictive to handicap. Therefore, mitigation is not feasible. Both the pier and bulkhead support open space use and aid to the revenue of the town through tourism.

The Federal Emergency Management Agency and North Carolina Emergency Management have received the following applications for Federal grant funding. Notice is hereby given of the Federal Emergency Management Agency’s consideration to provide funding in the form of a Hazard Mitigation Grant.

Project Title: Pamlico County Acquisition Project

Location of Proposed Work: The area affected by this project consists of potentially seven (7) properties located on the following streets in Pamlico County: NC HWY 304, Gibbtown Road and Lowland Road, and Marsh Lane.

Proposed Work and Purpose:

This will be a voluntary acquisition program. For all property owners who decide to participate in this voluntary program, the properties will be acquired using HMGP grant funds. The properties will be deeded as open space in perpetuity and will be allowed to revert to their natural state.

 

Project Alternatives:

Not taking a mitigation action is an option, but not an acceptable one. The reasoning for rejecting the No Action Alternative is that doing so will not mitigate any risks.  The entire project area would remain in danger from future flood events. Without acquiring these structures, damages and the risk of potential loss of life will continue to be a threat. 

 

The second alternative is to elevate the structures. However, the most effective mitigation action is to remove the structures completely from the high-risk area, thereby eliminating any future risk to the structure. These homeowners prefer acquisition and complete elimination of their risk, so elevation is considered a less preferable option.

We strongly encourage folks to use this so efforts are coordinated and the items most needed get to those who need it most. The Pamlico County Disaster Recovery Coalition, located at 210 Vandemere St. Bayboro, is assisting Hurricane Florence victims.
