CAN THE REGISTER OF DEEDS OFFICE TELL ME IF TITLE TO MY PROPERTY IS FREE AND CLEAR?
No. North Carolina law prohibits the Register of Deeds from doing title searches or practicing law.
CAN I PREPARE MY OWN DEED?
Yes. You can prepare your own deed, but it is highly recommended that you retain the services of an attorney to ensure the document is prepared correctly. By law, the Register of Deeds office cannot provide you with any legal advice and does not provide deed forms.
HOW DO I ADD A NAME TO OR REMOVE A NAME FROM MY DEED?
You must have a new deed prepared. It is recommended that you consult an attorney for assistance.
WHAT IS THE REAL ESTATE EXCISE TAX ON DEEDS?
A tax of $1 per $500 (more easily calculated as $2 per $1,000) of the purchase price of real estate is mandated by NC state law to be paid by the grantor or seller at the time of recording.
I PAID OFF MY MORTGAGE. WHERE IS MY DEED?
Your deed should have been given to you when you purchased your home. When you pay off a mortgage, the DEED OF TRUST is cancelled of record by a Satisfaction of Security Interest filed in this office. WHERE DO I GO TO TRANSFER A TITLE FOR MY MOBILE HOME?
NCDMV handles the titles for all motor vehicles, including Mobile Homes.
WHERE DO I GO TO FIND OUT ABOUT FORECLOSURES?
Foreclosures are handled by the Clerk of Superior Court. If the sale of property goes through, the Register of Deeds office records the deed after the foreclosure has been finalized.
HOW DO I FIND OUT WHO OWNS A PIECE OF PROPERTY?
If you know the address of the property, you can visit the Pamlico County GIS website (www.pamlicocountygis.com) or call the tax office directly at 252.745.3791.
WHERE DO I GO TO GET A COPY OF MY DIVORCE?
Divorces are filed with the Clerk of Superior Court.
CAN I GET MY LICENSE IN ONE COUNTY AND GET MARRIED IN ANOTHER?
Yes. The law changed in 2001 making it possible to get a marriage license in one county and get married in another county within NC. Keep in mind the license goes back to the county of issuance not the county where the marriage ceremony takes place.
HOW CAN I OBTAIN A CERTIFIED COPY OF A VITAL RECORD?

You may visit the Register of Deeds office in person; request the copy by mail; or order online (https://www.getcertificatenow.com/pamlico). If requested in person or by mail, the cost is $10 per certified copy. If ordered online, the cost is $13.50. To obtain a certified copy of a vital record, you must present a valid government issued picture ID along with the required fee.

Cutoff time for recording of documents is 4:30 p.m. pursuant to a resolution passed by the Pamlico County Board of Commissioners.
Applications for marriages licenses are accepted between 8:00 a.m. to 4:00 p.m.
