  • Under general supervision, performs technical work in the maintenance and use of land records data for preparation of maps and the Geographic Information System (GIS) mapping and indexing programs for the County Tax Department. 
  • Work involves developing and maintaining the GIS database; recording land parcels; preparing and maintaining land records to reflect transfers in real property ownership, ownership splits, or improvements to the property; and posting ownership changes on property maps and in computer records. 
  • Is responsible for providing GIS data pertaining to street centerlines to the Sheriff's Department, and providing general assistance to the public, County boards, municipal boards, other departments and staff as needed in areas involving l and records and tax maps. 
  • Report to the Tax Administrator.
Knowledge, Skills & Abilities
  • Considerable knowledge of the operation, use, applications, capabilities and limitations of the operating system and GIS computer software used by the County. 
  • Considerable knowledge of standard practices, materials and equipment used in land survey drafting. 
  • Considerable knowledge of the principles of drafting and cartography. 
  • General knowledge of complete title search procedures and is able to make searches using deed references, legal descriptions, maps and a variety of other complex records. 
  • General knowledge of standard practices, material and equipment used in land survey drafting. 
  • General knowledge of procedures, laws, maps, forms and records used in real estate transfers and their relationships to other tax needs and functions. 
  • General knowledge of geographical areas and subdivisions of the County. 
  • General knowledge of the North Carolina State Plane Coordinate Grid System. 
  • General knowledge of the functions and organization of other sections of the Tax Department. 
  • General knowledge of and skill in the use of computers for data processing, mapping, word processing, and records management. 
  • Ability to interpret deed and transfer the pertinent data to maps. 
  • Ability to compute areas form property descriptions and maps. 
  • Ability to determine errors and inconsistencies in deed descriptions and utilize the information available to achieve the base configuration of a parcel. 
  • Ability to read and interpret register land survey to plot and/or digitize a field survey. 
  • Ability to establish and maintain effective working relationships with co-workers, county officials and others within the course of performing work.
Education & Experience
  • Associates degree in Surveying or Mapping supplemented by specialized course work in GIS operations, and one to two years experience in mapping work OR 
  • Any equivalent combination of training and experience which provides the required knowledge, skills and abilities
Special Requirements:
  • NCPMA Certification and state certifications as a Certified Mapper within 2 years of employment.
