GENERAL STATEMENT OF JOB
  • Under general supervision, performs installation, maintenance and repairs of water lines and appurtenances and performs responsible technical work in the operation and minor maintenance of equipment and operations at all water treatment plants for the county water department.
  • Work may involve collecting and testing water samples, controlling mechanical, electrical, and chemical equipment involved in pumping and/or treating drinking water.
  • Record analytical data, chemical feed rates, filter and softener controls as required, monitors tank, chemical and pumping levels.
  • Basic plumbing knowledge recommended.
  • Work may involve maintenance & repairs of water lines, individual services, completion of work orders assigned, verifying water meter readings, commissioning, and decommissioning of water services, locating water lines, assessing problems and complaints, assisting in traffic control when needed.
  • The job may also require installation of meters, meter boxes and service lines, flushing hydrants, and data collection.
  • Technicians will be required to pull on-call duty on a rotating schedule. This responsibility will require the employee to work after hours and possibly some nights and weekends.
  • During this time, the technician will be available to address minor water related problems and/or complaints from customers that may occur after hours.
  • No money will be collected and problems needing immediate attention and/or additional manpower may require special attention.
  • May be designated as “essential personnel” and required to work during emergency situations to ensure critical operations are maintained, even when county offices are closed.
  • Employee reports to Senior personnel or Field Operations Manager.
ESSENTIAL JOB FUNCTIONS
  • Installs, repairs, and removes water service meters; performs disconnections and reconnections as directed; replaces faulty meters, boxes and all associated equipment and performs minor maintenance to meters, lines and all else within water department responsibility.
  • Performs maintenance and repairs on all fire hydrants, pump houses and tank sites; run water quality tests and reports to the Field Operations Manager.
  • Reads water meters, verifies readings, does accuracy checks when assigned.
  • Ensures meters are operating properly and reports any defects. Interacts with customers; answers questions and/or refers customer to office personnel for information and clarification of issues at hand.
  • Obtains water samples for required testing including, but not limited to, chloramines, ammonia, free ammonia, iron, pH, and orthophosphates.
  • Operates and maintains high service pumps, chemical feed pumps, softener & filter controls, testing equipment as needed.
  • Inspects plant equipment, plant meters, gauges, controls and on the basis of such information, makes adjustments to controls in conformance with operating instructions.
  • Obtains information pertaining to external water distribution systems and makes repairs to controls and instruments; calibrates instruments as necessary.
  • Utilizes mathematical formulas to calculate chemical feed rates.
  • Starts and stops pumps to maintain proper pressures.
  • Maintains plant records, including operating logs, tank levels and maintenance work sheets.
  • Responds to inquiries from the general public pertaining to plant operations, procedures, programs, and water quality.
  • Performs routine custodial duties in various areas of plant(s), as necessary.
ADDITIONAL JOB FUNCTIONS
  • Performs general maintenance on assigned vehicle, reports any problems or incidents.
  • Maintains inventory of departmental supplies, materials, uniforms, and any equipment used during daily work.
  • Works under the direction of the ORC (operator in responsible charge).
MINIMUM TRAINING AND EXPERIENCE
  • Must have a High School diploma or equivalent. Prefer C-Well and C-Distribution Certification; or be willing to obtain within 1 year from end of probationary period.
  • Possession of a valid North Carolina driver's license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including trucks, radios, water pumps, handheld reading devices, hand tools, shovels, rakes, dollies. Must be able to exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently and 10 pounds of force constantly. Physical demand requirements: work requires extensive walking, stooping, crouching, kneeling, bending, crawling, reaching, standing, and grasping. Worker may be subject to adverse weather conditions including cold, heat, and rain and will be provided with the necessary safety equipment provided by the county.Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar or divergent from obvious standards) of data, people, or things.Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Must have minimal levels of eye/hand/foot coordination.Color Discrimination: Requires the ability to differentiate between colors and shades of color.Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress, and confrontations with people acting under stress and in emergency situations.Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate by way of telephone and two-way radio.Technological Aptitude: Requires the ability to understand and use basic computers, tablets, smartphones, or devices and equipment with similar technology.
  

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of the operation of motorized equipment, tools, and vehicles used in water line maintenance.
  • Working knowledge of water line maintenance work.
  • Basic knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of varied construction and maintenance equipment.
  • Ability to operate trucks and motorized equipment. Ability to maintain accurate records of all activities.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
